Minding SME Finance Gaps

This session begins with a presentation from Mme Métivier on the importance of understanding financing gaps in Canada and the role of government (particularly the BDC) in addressing those gaps. A second presentation will focus on the challenges of identifying the nature and location of financing gaps. A plenary discussion will follow.

Breakout Sessions

These breakout sessions provide further insight into how the SME FDI data was used to form evidence-based policy. Each session will have a presentation made by a research and policy developer to share their experiences into how the SME FDI furthered their understanding or policy development of a particular issue.

Breakout 1A: Canada Small Business Financing Act (CSBFA)

A key element of any program/policy initiative is evaluation and in particular evaluating the role of government in the marketplace. This session illustrates how the SME FDI was used to support the performance review of a government program (the CSBFA). A key focus of the presentation will be on the incrementality study and how this confirms the relevance of government intervention.

Breakout 1B: Angels

Among groups making a case for beneficial tax treatment are so-called business angels, individuals who invest personal funds to early-stage businesses. This seminar illustrates how the SME FDI data was used to provide a basis for estimating the impact of any such tax benefits and to discern issues related to consideration of such a tax treatment.

This seminar illustrates how analysis of SME FDI data allowed policy makers to assess the extent to which one particular category of firms did – or did not – face extraordinary barriers.

Exporting, as a growth strategy, has become a key area of concern for policy analysts given the need for companies to compete in the global marketplace. A key element of this growth strategy is access to financing. This session focuses on a number of findings related to exporter SMEs and the extent to which access to financing acts as a barrier to export activity.
